Important Update: Corrected Proposition 218 Ballots Coming Soon

We want to provide an update regarding the Proposition 218 ballot materials recently mailed in mid-April.
Due to a data sorting error, the Assessor’s Parcel Numbers (APNs) listed on ballots were incorrectly associated with landowner records. All other information on the ballot was correct. We understand this may have caused confusion, and we sincerely apologize for the error.
The Consolidated Water District’s management and Board of Directors entrusted the team at Provost & Pritchard, as the consultant, to administer this process on our behalf. They take that responsibility seriously and worked to resolve the error immediately. We understand that this is a new District, and landowners are familiarizing themselves with the leadership and vision for its formation just last year.
Corrected ballot materials are currently being prepared and mailed to landowners. Landowners should look out in the mail for the updated materials to arrive, review the information carefully, and use the updated ballot to participate in the Proposition 218 election. The corrected ballot will be clearly identified printed on blue paper. Please disregard the ballot sent in the previous mailing package. Old ballots will not be accepted.
The upcoming mailing will also include an updated Public Notice with a revised Public Hearing date of June 12, 2026, at 10:00 AM.
In the meantime, the assessment roll including APNs is available to review in the Proposition 218 Engineer’s Report on our website: cwdistrict.org/prop218.
The District remains committed to maintaining clarity and transparency throughout this process. If you have questions in the meantime, please contact us at (559) 747-1177 or msan@cpdc1874.org. We also encourage you to attend one of the upcoming Public Workshops to learn more, ask questions, and connect with District leadership:
Additional details will be included in the forthcoming mailing. Thank you for your patience and understanding.
Sincerely,
James Silva
